Access to reliable, consolidated data is critical for Netball Victoria to track participation trends, evaluate program effectiveness, support diversity and inclusion, and direct resources where they’ll make the biggest impact.
To deliver on its mission, Netball Victoria needed a clearer understanding of who is playing, where gaps exist, and which initiatives are working.
Netball Victoria faced a number of issues preventing them from fully leveraging their data:
• Fragmented data infrastructure: Existing data was siloed and difficult to access across systems.
• Lack of governance: Inconsistent data practices and unclear roles limited the organisation’s ability to trust its insights.
• Unclear roadmap and platform fit: There was no unified plan to identify the right technology, cost model, or implementation steps to support future growth.
The organisation needed a strategic partner to help untangle its current environment, recommend the right approach, and deliver lasting solutions.
With limited internal resources and growing complexity in its data environment, the organisation engaged Notitia to build a more reliable, actionable, and strategic data environment.
The project began with a data strategy and roadmap to inform Netball Victoria’s long-term decision-making and investment.
This included:
• Current state analysis of systems, data flows, and gaps
• Governance roles and responsibilities tailored to their structure
• Future state architecture aligned with organisational goals
• Vendor evaluation and selection, confirming Qlik Cloud Analytics as the preferred platform
• Costed roadmap, with resourcing models and staged implementation
The roadmap led to a full rollout of Qlik Cloud Analytics and Microsoft Azure across the organisation, with Notitia leading design, implementation, automation, and enablement activities.
Key solution elements included:
• Multi-space Qlik architecture using Shared and Managed Spaces for secure reporting segmentation
• Custom dashboards for participation, finance, and operations
• Browser automation to extract data from disparate systems
• Qlik Notes embedded for business-user collaboration
• Role-based access controls via Azure EntraID
• Secure collaboration enabled through Microsoft Azure Security and Groups
• Custom monitoring apps for access, usage, and reload visibility
• Technical handover and sandbox environments to support internal capability
Clear strategy with Qlik Cloud Analytics and Microsoft Azure
Qlik Cloud Analytics was selected as the organisation’s analytics platform to centralise reporting, automate data flows, and empower non-technical users with self-service dashboards. Scalability and real-time capabilities enabled Netball Victoria to consolidate fragmented systems, improve data quality, and support evidence-based decision-making across participation, finance, and operations.
Azure enabled single sign-on (SSO), governance, and secure role-based access via existing Microsoft 365 groups. This ensured Qlik Cloud permissions flowed directly from Azure, with automated user management. By aligning with Netball Victoria’s existing IT environment, Azure provided security, scalability, and efficiency without adding extra systems for staff to manage.
Prioritising sustainability, governance, and user experience, Notitia ensured this solution would not only serve today’s needs, but scale with Netball Victoria over time.
Netball Victoria now operates a governed, enterprise-grade analytics platform that reduces IT dependence and supports evidence-based decisions at every level. From grassroots participation initiatives to board-level reporting, teams across the organisation work from a shared, trusted data source.
With Qlik Cloud Analytics and Microsoft Azure in place, the organisation can now:
• Unlock visibility and consistency across departments
• Reduce manual effort and improve data quality
• Empower non-technical users with self-service reporting
• Track participation and program impact in real time
• Make better use of limited resources with confidence
This transformation directly supports Netball Victoria’s goals to grow the sport, close participation gaps, and ensure equitable access across the state.

Netball Victoria received the 2025 Qlik ANZ Digital Transformation Award for its Qlik Analytics Modernisation project.
Netball Victoria Chief Operating Officer, Troy Swainston said the award highlights how the organisation has reshaped its use of data to support participation, growth, and equity in netball across the state.
“We’re thrilled to have had our work with Notitia recognised, as we aim to revolutionise and evolve our systems to help the netball community,” Swanston said.
“We now have a centralised, modern platform that allows us to see who is playing, where gaps exist, and how programs are performing.
“It means we can invest resources more effectively, deliver targeted initiatives, and support both grassroots clubs and high performance pathways.”
The transformation has given Netball Victoria a centralised, modern data platform that brings
together previously fragmented reporting.
“Our data transformation journey has come at a time of growth and has needed to match the impact that our organisation plays in promoting the most popular team sport for women in the country,” Swainston said.
“Modernising our use of data ensures that our goals are backed by evidence and real-time
insights.
“Netball Victoria can now use data to plan strategically, measure progress, and deliver outcomes that strengthen netball’s role in the community.”

Netball Victoria is the governing body for netball in Victoria, responsible for overseeing participation from grassroots to elite levels. The organisation supports players, coaches, umpires, clubs, and communities through a range of programs and competitions, with a strong focus on equity, development, and state-wide inclusion.
