Agile Delivery and Shared Services Drive Early PHI Success
TL;DR
Three PHNs—Gippsland, EMPHN, and SEMPHN—successfully onboarded to the national Primary Health Insights (PHI) platform two months early using a shared services model led by Notitia. The agile approach reduced internal burden, improved collaboration, and delivered lasting data infrastructure.
Beating the clock: Agile project management and Notitia's shared services for Primary Health Insights (PHI) success
Primary Health Insights (PHI) is a national initiative designed to support secure and consistent healthcare data reporting across Australia. But for Primary Health Networks (PHNs) already stretched with day-to-day responsibilities, onboarding to a new data platform can be a complex task—especially under tight timeframes.
That was the case for Gippsland PHN, Eastern Melbourne PHN (EMPHN), and South Eastern Melbourne PHN (SEMPHN), who were required to onboard to PHI as part of a national rollout led by the WA Primary Health Alliance.
Instead of going it alone, they took a collaborative approach. The three PHNs engaged Notitia to lead the project using a shared services model and agile delivery framework—successfully onboarding two months ahead of schedule.
The Challenge: Tight timelines, limited internal capacity
Gippsland, EMPHN and SEMPHN faced a significant challenge. While the deadline was fixed, their internal teams were already at capacity managing business-as-usual operations. There was limited time, few spare resources, and a pressing need to comply with national reporting standards.
The Primary Health Insights (PHI) onboarding process came with detailed requirements and cross-organisational coordination—meaning each PHN needed to navigate not only their own internal systems, but also stakeholder relationships across the project.
The Solution: Shared services and agile project delivery
Notitia stepped in to coordinate the onboarding process across the three PHNs, providing full end-to-end project management.
Rather than running the work in silos, Notitia facilitated a shared services model, maximising efficiency while reducing duplication across the organisations. Agile project methodology helped keep progress on track and adapt to emerging issues quickly.
Key activities included:
- Delivering agile project management with clear timelines and milestones
- Facilitating stakeholder engagement between each PHN and the PHI team
- Managing project communications and addressing risks in real time
- Supporting internal PHN teams to reduce the administrative burden
This structure enabled the PHNs to move faster without compromising on quality or compliance.
The Outcome: Early onboarding with long-term benefits
Two months ahead of the official deadline, all three PHNs had successfully onboarded to the PHI platform. Lockboxes and data pipelines were created for each PHN, and training was scheduled to ensure BAU continuity and knowledge transfer.
Importantly, the benefits extended beyond the timeline:
- Reduced internal resourcing burden
- Stronger collaboration between PHNs
- Improved stakeholder relationships with Primary Health Insights (PHI)
- Greater confidence in future data projects
This project demonstrates how agile delivery and cross-organisational collaboration can accelerate digital transformation in the healthcare sector.
